In relation to the steps local communities can take to instigate a revision of a local development framework I refer my hon. Friend to the answer I gave her on 16 January 2012, Official Report, column 555W.Under section 25 of the Planning and Compulsory Purchase Act 2004, the Secretary of State may at any time revoke a local, development document at the request of the local planning authority. The Planning Inspectorate does not have the power to revoke a local council's planning documents.
