- If DOE has asked the North West water authority to explain why 54 of its effluent treatment plants reported in 1987 as being non-compliant with the authority's own discharge consent conditions; & the capital cost & time required to rectify deficiencies; why 15 plants failed to meet its conditions because of trade effluent; what types of effluent were involved; & how long Sec of State expects this situation to continue.
