Whether, in light of casualty figures suggested by some official US sources (for example General Schwarzkopf's of 150,000 killed "in the campaign") as against some tens of coalition troops (apart from those killed by their own side), HMG maintain that no more than minimum force necessary was used to remove Iraqi forces from Kuwait; & to the extent that more than minimum force was used, who will be financially responsible for compensation for civilian lives lost & for the restoration of property destroyed in period after Saddam Hussein had indicated his intention to withdraw his troops from Kuwait in accordance with relevant Security Council Resolutions, & had begun to do so.
