- (2) what estimate he has made of the saving that would be made by the introduction of a seven-year minimum qualifying rule for the new flat-rate state pension in (a) 2015-16, (b) 2016-17, (c) 2017-18, (d) 2018-19 and (e) 2019-20;

As announced by the Chancellor in his Budget, I can confirm that we will bring forward further detail on the reform of the state pension in a White Paper to be published later in the spring, along with a full impact assessment as part of the normal process. Final decisions on the detailed implementation of the policy will be made at the next spending review.
