- When he received the recommendation on the Elf-Aquitaine takeover of Amoco's oil refining and allied downstream business interests in the United Kingdom from the Monopolies and Mergers Commission; when he anticipates making a decision. - Incl fact that MMC submitted its report on 27 March 1991 & DTI report before House & published it on 3 May (Cm 1521).
