If he will list any occasions when, in benefit upratings from 1986 onwards, the power to round benefit rates up or down under section 63(5) of the Social Security Act 1986 has not been used to round rates to the nearest five pence indicating by how much and in which direction any rounding diverged from that practice. - Inc table (holding answer 18 Nov 1991).
