If he will make it his policy to require BNFL to publish their criteria for assessing best available technology not entailing excessive cost; & what criteria are used to assess best available techniques not entailing excessive cost with reference to the BNFL Springfields works. - Inc fact that explanation of best practicable means to reduce radioactive discharges & how it applies to discharges from BNFL Springfield works is set out in an explanatory memorandum from the recent public consultation exercise concerning proposals to revise Springfields liquid discharge authorisation (copy in Library DEP 7638).
