- What proportion of electors in boroughs of Stockton-on-Tees & Middlesbrough currently pay domestic rates & what forecast is there of the proportion that will pay community charge.- About half electors in Middlesbrough & Stockton on Tees pay rates, whereas virtually all electors will pay community charge.
