If he will place in the Library the minute circulated on 1st August 1990 of the meeting chaired by the Secretary of State for Foreign and Commonwealth Affairs, on 19th July 1990 in regard to the changing of the 1985 Howe guidelines concerning the sale of goods to Iraq.
