Mr. Hain: To ask the Minister of Agriculture, Fisheries and Food what consideration is being given by the Codex Alimentarius Committee to the availability of and trade in dietary supplements; what is the role and purpose of that committee; through what mechanism the United Kingdom contributes to the committee; through what procedures it reaches conclusions; upon whom and with what authority those decisions are binding; and if he will make a statement.[22045] Mrs. Browning: The purpose of the Codex Alimentarius is "to guide and promote the elaboration and establishment of definitions and requirements for foods, to assist in their harmonisation and, in doing so, facilitate international trade". The discussions bring together scientist, technical experts, government regulators, consumer organisations and industry representatives in order to develop Codex guidelines and standards by consensus. The UK is a member of the Committee and participates fully. The Codex Alimentarius Committee on Nutrition and Foods for Special Dietary Uses is at a preliminary stage in developing a Codex guideline on dietary supplements. The Committees develop guidelines by consensus, and the Codex guidelines are advisory instruments only.
