If he will propose amendments to the Theft Act 1968 to reverse the decision in Regina v Preddy to the effect that a transfer of funds between bank accounts is not a transfer of property. - The Government are committed to introducing legislation to combat loan fraud, as proposed by the Law Commission in its report, "Conspiracy to Defraud" (Law Comm 228), at the earliest possible opportunity.
