Question: Statement on when he will publish the proposed discussion paper which reviews the byelaw making powers for the coast. - Inc fact that have today published "Byelaw Powers for the Coast: A Discussion Paper". (Dep/3 4290 in Lib).

Answer: Mr. Sykes: To ask the Secretary of State for the Environment when he will publish the proposed discussion paper which reviews the byelaw-making powers for the coast. [8910] Mr. Clappison: The Department of the Environment has today published "Byelaw Powers for the Coast: A Discussion Paper". The paper sets out the main issues regarding current scope and use of the relevant powers in England, ways in which present arrangements might be improved and updated, and the relationship with broader management aims and initiatives. Copies have been placed in the Libraries of the House, and the paper will be widely distributed.
