- If HMGovt will list occasions on which Moscow Mechanism of Conference on Security and Cooperation in Europe has been invoked against a member state, and if they will propose to other CSCE states that non-governmental organisations accredited to Economic and Social Committee of UN be allowed to state a case for use of mechanism, and for state concerned to reply, before a Committee of CSCE member states appointed for purpose. - Includes figures.
