- Whether HMG will propose to the United Nations that steps be taken to sequestrate funds taken from the Rwandan capital, Kigali, by the former minister of finance M. Emmanuel Dbindabahizi, and now being used to make illegal payments to persons in Goma. - We are not aware of these specific allegations concerning M. Dbindabahizi and do not propose to raise them in the UK.
