- If he will make it his policy that the necessary procedures in the United Kingdom to bring into effect the agreement reached at the Edinburgh Economic Council regarding the number of members of the European Parliament will not be completed before the withdrawal by France of the demand that the new European Parliament building be built in Strasbourg.
