What regulations govern (a) the placement of a child by a local authority on a fee-paying basis with two adults who are partners, and who are offering care for three children as a private children's home unregisterable under the Children Act 1989 and (b) the placement of a child by a local authority with two adults who are partners and are offering care for three children.
