- In view of fact that one to two-day courses for teachers are ineligible for substitute cover, & implications for health & safety standards & to review the operation of substitute teacher regulations in primary schools in N.Ireland with particular regard to allowing primary school principals to obtain a substitute teacher in the first & second day of absence
