- What progress is being made in changing the regulations governing carriage of explosives in the UK. - Minister will today lay the Road Traffic (Carriage of Explosives) Regulations 1989, coming into force on 3 July. 1st Supplementary on satisfactory dealing with problem of mixed load & labelling.
