For what reasons she had decided not to exemplify a distribution based on the present standard spending assessment with the elderly residential component fully calculated and the resulting population re-directed to originating authority using the National Health Service Central Register Origination Data as a basis for assumptions regarding the distribution of community care funding after April 1993. - It was not considered appropriate to do so.
