Mr. Burstow: To ask the Secretary of State for the Environment, Transport and the Regions what has been the level of spending by English local authorities in each year since 1991-92; and if he will indicate the annual percentage change in real terms. [19821] Mr. Raynsford: The information is given below. There has been a number of changes in local authority responsibilities in the period covered. In particular; in April 1993 responsibility for further education was transferred to the Further Education Funding Council; from 1994-95 onwards, Care in the Community responsibilities were transferred to local authorities; in 1997-98 budgeted expenditure decreased by some £500 million as the result of the introduction of the nursery voucher scheme. For these reasons it is not always valid to make comparisons between years.
