What representations HMG have made to the Government of the Ukraine over their refusal to allow Mr Vladimir Raigorodsky of Kharkov to emigrate; whether they have raised the case in the political co-operation machinery of the European Union or with Ukrainian officials in the human rights machinery of the Council of Europe.
