Question: To ask the Secretary of State for the Environment, Transport and the Regions, what is the average cost of constructing one kilometre of (a) a twin-track railway, (b) a two-way road, (c) a motorway, (d) a footpath and (e) a cycle lane. - Inc figs.

Answer: Mr. Baker: To ask the Secretary of State for the Environment, Transport and the Regions what is the average cost of constructing one kilometre of (a) a twin-track railway, (b) a two-way road, (c) a motorway, (d) a footpath and (e) a cycle lane. [59687] Ms Glenda Jackson: Average costs are not available for railways. Costs vary enormously, reflecting topographical, structural and operational factors. The average cost of roads and motorways also vary widely due to similar factors, although indicative average cost ranges are available. The average cost range per km for a single lane, two-way road is £1.2-£2.2 million. For a three lane motorway, the average cost range per km is £3.9-£7.2 million. Average costs are not available for cycle lanes. Since cycle lanes use the existing carriageway of a road and are identified by markings and signs, costs are not high. The creation of stand-alone cycle tracks will be more costly, costs depending upon a variety of considerations including location and the materials used in construction. Average costs are not available for footpaths. Again these would vary enormously depending upon location and the materials used in construction.
