Mr. Flynn: To ask the Secretary of State for the Home Department, pursuant to the answer of 14 May 1998, Official Report, column 181, if the review of the value of Operation Charlie recommended further investigation. [42902] Mr. George Howarth: The report on the follow up evaluation of Project Charlie strongly suggested that primary school drugs education programmes can have a delaying effect for the onset of drug use. It also recommended that further research be carried out. The Government's anti-drugs strategy signifies clearly the value of drugs education in schools from age 5 upwards, and identifies the commissioning of long-term evaluation's of the effectiveness of prevention and education programmes as a priority.
