Question: To ask the Prime Minister, pursuant to his Answer of 12th January, Official Report, column 269, if he is prepared to treat all proposals for primary legislation as questions which significantly engage the collective responsibility of the Government because they raise major issues, or because they are of critical importance to the public, as set out in the Ministerial Code.

Answer: Mr. Campbell-Savours: To ask the Prime Minister, pursuant to his answer of 12 January 1998, Official Report, column 42, if he is prepared to treat all proposals for primary legislation as questions which significantly engage the collective responsibility of the Government because they raise major issues, or because they are of critical importance to the public, as set out in the Ministerial Code.
