Question

Whether they believe the credibility of the United Nations would be enhanced by an attack on Iraq by one or two of its members without a new Security Council resolution explicitly authorising it; and to what would any United Kingdom/United States attack on Iraq be "proportionate", as the Geneva conventions require.
