Answer: Mr. Reed: To ask the Secretary of State for the Home Department what estimate he has made of the number of those serving a prison sentence who have spent time as children in local authority care. [91208] Mr. George Howarth: The National Prison Survey 1991 (Office of Population Censuses and Surveys, HMSO, 1992) contained the estimate that 26 per cent. of prisoners currently in the prison population had been taken into care before the age of 16.
