In the light of the failure to reach consensus with the permanent five Security Council members over the United Kingdom-Netherlands draft resolution at the United Nations General Assembly in September, whether they intend to agree to any suspension or lifting of sanctions in the absence of Iraq's full compliance with its obligations under all existing Security Council resolutions.
