- Whether they consider that any govt has the right under international law to insist on access to any location in another sovereign country where it suspects activities of which it disapproves are being carried out; and whether pre-emptive military action against such locations can be lawful (as recently suggested by a spokesman for the Govt of Japan (BBC Summary of World Broadcasts, 10 March). [HL 1513].
