To ask the Secretary of State for the Environment, Transport and the Regions, what plans he has to transfer responsibility for Taxicard to Transport for London; what powers he has to transfer responsibility for Taxicard from London boroughs to the Greater London Authority. - Inc ref to 'A Mayor and Assembly for London' (Cm 3897) and SCA 25 February 1999, 326 c865.
