Mr. Lidington: To ask the Minister of Agriculture, Fisheries and Food what powers he has to order the slaughter of animals under the contiguous culling scheme without the consent of the animals' owners. [158263] Ms Quin: My right hon. Friend the Minister's powers to order the slaughter of animals in order to control foot and mouth disease are laid down in section 31, Schedule 3, paragraph 3 of the Animal Heatlh Act 1981.
