To publish the market value of all privately-owned housing stock & all publicly-owned housing stock in England & Wales at latest available date, indicating the amount it would be necessary to charge each householder to finance local govt expenditure at current levels on the assumption that rate support grant levels remains static, should capital value taxation be introduced.- Includes ref to DEP 5161 in Library.
