Question: To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his Answer to the honourable Member for Spelthorne of 4th March, Official Report, column 876, from whom his office received (a) the command paper version of the Foreign Affairs Select Committee's Report on Human Rights shortly before its publication in December 1998 and (b) the draft version of the Foreign Affairs Committee's Report on enlargement.

Answer: Sir John Stanley: To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer to the hon. Member for Spelthorne (Mr. Wilshire) of 4 March 1999, Official Report, column 876, from whom his office received (a) the command paper version of the Foreign Affairs Select Committee's report on Human Rights shortly before its publication in December 1998 and (b) the draft version of the Foreign Affairs Committee's report on enlargement. [77095] Mr. Robin Cook: My office received the command paper version of the Foreign Affairs Select Committee's report on Human Rights from the hon. Member for Dundee, West (Mr. Ross). There was nothing on the draft version of the Foreign Affairs Committee's Report on enlargement to indicate its source. The hon. Member for Dundee, West has made clear to us that he did not send the document.
