To explain method used for distributing £19 million for haemophiliac cases who are HIV positive; what discussions took place with Mcfarlane trust about using part of existing fund to top-up ex gratia capital sums to be given to haemophiliacs who are HIV positive; & whether that money will meet continuous heating & dietary requirements; & whether, following payment of £20,000 haemophiliacs will be deemed to possess a capital sum in excess of what is allowed for claiming legal aid.
