- To ask the President of the Council, What plans he has to propose allowing the appearance in the House of ministers that are not Members of the House (a) to answer questions and (b) to pilot legislation for which they are responsible. (Failed OPQ). - I have no such plans and I have not previously been invited to bring forward such plans.
