What is their response to the recent annual National Parking Adjudication Service report; what plans they have to ask local councils to publish statistics about how they handle representations on penalty charge notices and what plans they have to ask local councils to publish reports on the number of challenges to penalty charges they resolve prior to the notice to the owner after informal representations {H 154] [HL 156] [HL 157]
