Mrs. Gillan: To ask the Parliamentary Secretary, Department for Constitutional Affairs what the cost was of collecting each £1 of unpaid fines following the use of enforcement procedures at the latest date available. [191803] Mr. Leslie: The report commissioned by the DCA's Criminal Enforcement Programme in 2003, "Review of Magistrates Courts Enforcement Strategies", recorded the average cost of administration and enforcement of financial penalties (which include, but are not limited to, fines) as 19p per £ collected.
