Answer: Mr. Tynan: To ask the Secretary of State for Foreign and Commonwealth Affairs to whom the Coalition Provisional Authority is accountable; and what responsibilities this places upon the United Kingdom. The UK and the US set out their views of their responsibilities in their joint letter to the President of the Security Council of 8 May 2003, which the Security Council noted in resolution 1483(2003).
