I thank the Minister for explaining in detail the provisions of the order. I gather that when it was in the Scottish Parliament it presented problems for my friends in the north, but it was finally agreed by them, somewhat conditionally. We are prepared to welcome it now. At the same time, we all welcome the idea that Scottish further education and higher education will be treated with parity of esteem and will presumably compete on a level playing field for funds. The measure seems to be largely one of nomenclature, although the final two measures at Articles 4 and 5 stray into the whole very current field of legislating for equality and lack of discrimination. Will the Minister tell the Committee whether these are new measures for the two Acts that are mentioned or are merely updating the existing ones?
