Once again, it is right to acknowledge that the amendment of primary legislation of this Parliament should properly be considered by the affirmative resolution procedure in this House. I therefore welcome the opportunity, although I believe that the order raises no significant, substantive issues on the principle of the amalgamation of the two funding councils. As is obviously appropriate, it seems to make applicable to the new council legislation that was separately applicable to the two individual councils. That is a matter of good sense and entirely welcome.
