Proceeding contribution from Viscount Hailsham (Conservative) in the House of Commons on Tuesday, 18 October 2005. It occurred during Debate on bill on Identity Cards Bill.

Identity Cards Bill

The Minister is dealing with what is deemed to be in the public interest. Will he tell the House which aspects of government do not fall within the definition of"““securing the efficient and effective provision of public services””?" Most of us believe that it could extend to any function of government of every kind.
