Contaminated Brownfield Sites

: No one disagrees that a site must be cleared up, but sometimes developers are prepared to exploit loopholes and the lack of manpower in the Health and Safety Executive and the Environment Agency. We have talked about moving rubble. Why is the rubble being moved when the environmental impact assessment has not been completed or the planning application approved? At present there is little that the local authority can do, short of taking out an injunction to stop it happening. I agree that remediation will vary from site to site, but there must be a clear set of guidelines setting out the process to be followed if brownfield sites are to be developed, otherwise developers will exploit the loopholes and the gaps between Government agencies and Departments.
