Proceeding contribution from Lord Phillips of Sudbury (Liberal Democrat) in the House of Lords on Wednesday, 23 November 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Identity Cards Bill.
Identity Cards Bill
I understood most of what the noble Baroness said, and can see the force of it. However, Clause 2(4) states:"““An entry for an individual may be made in the Register””," when the individual is not entitled to be entered in the register. That is a total contradiction. If you are not entitled to be in the register, how can you make an entry in it?
