Proceeding contribution from Peter Luff (Conservative) in the House of Commons on Tuesday, 19 July 2005. It occurred during Debate on Business of the House.

Business of the House

On a point of order, Mr. Speaker. This is an awkward debate. We are trying to establish the orderliness of our proceedings, and the questions that I want to put might perhaps be more appropriately put to you. The Minister has so far not answered the question that I put to him, which was why we need the motion, from a procedural point of view. He explained the elements of the debate and we understand that, but if he does not answer that question, would it be in order for me to put a point of order to you, asking why we need the motion?
