Special Educational Needs

: My hon. Friend is a capable and able person who is intelligent and of means. One main issue is that many parents who do not have such ability or means cannot take a case to tribunal. The chair of the tribunal says that cases cost between £2,000 and £10,000, which puts it out of the reach of people who do not have the advantages of my hon. Friend.
