Perhaps I can help my noble friend. Clause 14 deals with,"““Provision of information for verification or otherwise with consent””." That is precisely the situation that my noble friend has mentioned, where, for instance, one goes to a third party and the third party asks whether the person will agree to verification taking place and confirmation on the register; the person says ““Yes””; and the third party is then able to approach that information on the register and the register is able to be used to verify the assertions made by the individual. That is why Clause 14 is phrased as it is, distinct from the issues that arise under Clause 9.
