Identity Cards Bill

First, I agree entirely with the noble Lord, Lord Thomas of Gresford, that when we return to this on Report we really must have something in the Bill that deals with the uses to which information recorded in the register is put, which is the point raised by the noble Lord, Lord Lucas, in his Amendment No. 221A. Secondly, I also agree with the noble Lord, Lord Thomas, that there will be in the nature of things a large number of potential offences which never reach the stage of prosecution. Those should be a matter of concern to the commissioner.
