Identity Cards Bill

First, I reassure the noble Lord, Lord Stoddart of Swindon, that there will be no imprisonment for failure to comply. This is a civil penalty, the punishment for which is a financial penalty which would have to be paid. Of course, there could be enforcement through the civil court for that judgment debt. To reiterate something raised by the noble Lord, Lord Thomas of Gresford, letters will initially be based on a standard template, but any reply would be reviewed by an individual and have to be fashioned correctly. I hope I have made that clear.
