My Lords, the noble Lord, who has much greater experience in these matters than I have, is absolutely right. The answer is ““Yes”” with regard to the budgets remaining capped, and ““Yes”” to the rebate remaining an integral part of the system. It is also right that Britain will remain in the middle group of net contributors. The Netherlands, Germany and others are ahead of us.
