My Lords, the figures amount to about £1 billion a year. However, I would be an extremely brave woman to try to tease out how they link into the figures in the Pre-Budget Report. I know that my right honourable friend the Chancellor of the Exchequer will be looking at the implications of this. We across government have been thinking and talking about the issue, given that we knew we wanted some kind of deal at this summit. I am sure that at the appropriate time, Parliament will be informed of the implications.
