Perhaps I may add a word before the noble Lord, Lord Dearing, gets to his feet. The first half of the speech by the noble Baroness, Lady Warwick—all of which I agree with, I hasten to add—concentrated quite rightly on the issues that directly affect students. She tempted us to look at the issues raised by my Amendments Nos. 2 and 6. She asked some very proper questions, but they would put the Minister in a difficult position. It might be possible for the Minister to answer those questions when we come to the second group, if the noble Baroness feels that that is acceptable.
